DEP to improve oversight after asbestos inspector fraud
July 28th, 2010 - The New York City Department of Environmental Protection (DEP), which was responsible for certifying a safety inspector who admitted to falsifying hundreds of reports to read that buildings were free of asbestos, says it has now implemented measures to improve oversight.
In late March, the inspector, 68-year-old Saverio Todaro said in federal court that he regularly copied official documents and forged the signature of laboratory employees between 2001 and 2009 so that it appeared that he tested structures for asbestos, even though he never entered many of the buildings.
Todaro was charged with several environmental crimes, as well as with fraud, said the New York Daily News. He could serve up to five years in prison after he is sentenced next month.
The DEP outlined changes to augment supervision of these inspectors in a June 28th letter to Mayor Michael Bloomberg, which was recently provided to the New York Times.
Specifically, the agency says it will begin sharing the licensing information it compiled with federal, state and city agencies, computerize its filing system and increase audits of licensed inspectors, says the news source.
Inspectors certified by the DEP are commonly hired by building owners before a scheduled renovation or demolition, as inhaling asbestos can cause the fatal lung diseases mesothelioma and asbestosis.
